Find out what classes of controlled substances exist in Canadian law. For example, cocaine might be a class I II III, etc…
Then, find out what class steroids fall into.
After that, find out what the punishment for each class is and the amounts which must be involved for the act to actually be considered a violation. For example, there must be a certain amount of marijuana involved in a traffic stop for police to consider accusing the individual(s) with distributing, trafficking, personal use or not even bothering and just stepping on it on the sidewalk right there and then.
